Joe served 7 years (1965-1971) in the Navy, 2 of which were in Vietnam. He was awarded the National Defense Service Medal, Vietnam Service Medal, and Vietnam Campaign Medal. After his discharge from the Navy, Joe enlisted in the Coast Guard and retired with 27 years (1975-2002) of service at the rank of Chief Petty Officer (BMC E-7) |

| In Memory of Joe Zelen Ryal Joseph Noecker September 17, 1948 - March 22, 2016 Zelen RJ "Joe" Noecker, 67, of Portland, Oregon, passed away March 22, 2016. He was born in Portland, Oregon on September 17, 1948. Joe attended Madison High School and received his Associate's Degree in Criminal Justice, Bachelor's Degree in Urban Planning and Master's Degree in Psychology from Portland State University. He married the love of his life, Wendy Lamke Noecker, on September 12, 1998. Joe had a career in Criminal Justice Investigations for the Coast Guard and worked for the DHS Child Abuse Hotline. He served six years with the Navy, two of those in Vietnam, and 27 years in the Coast Guard Reserves until his retirement in 2002. He was a member of the Al Kader Shriners, Masonic Lodge #100, VFW Post #4248, Multnomah County Sheriff Reserves, the OMSI Blueback Submarine and the US Navy MARS Operation on Amature Ham Radio. Joe loved all things Western; especially helping at the Flying M Ranch in Yamhill. He was also an avid history buff who especially loved Oregon and was proud of being a 4th generation Oregonian. Joe was proud of his heritage and spent many hours looking through documents researching his family tree. His passions extended to Perry Mason of which he owned and watched every episode over and over! He is survived by his beloved wife, Wendy; his children, Tony (Catherine) Sutton, Jade (Billy) McCloud, Mary Gregory and Daniel (Amee) Gregory; ten grandchildren and one great-grandchild. Funeral arrangements will be held at 1:00 PM, April 7th, at Al Kader Shrine Center in Wilsonville. |
